Port Angeles Police in Clallam CO. WA. Do they have jurisdiction to make traffic stops in Jefferson CO WA ?

While WB on HWY 101 in Jefferson CO I started ping a vehicle I had been following for several miles. The veh. had been going from around 35 MPH to 50MPH in a 55 MPH zone. We entered a ping zone. I checked for oncoming traffic which was at least 150 yards away. The veh ahead was going between 35 and 40 MPH. I imitated the p at which time the veh started speeding up. At 50 MHP the veh was still beside me the driver looking directly at me. I looked back to see if I could fall back in line but the other traffic had closed in and there was no room. I sped up to finally get around the veh. At which time the oncoming traffic was approximately 100 to 150 feet ahead. The fourth car in the line of oncoming traffic was a City of Port Angeles police car which pulled to the shoulder with over head lights on. It turned around as traffic allowed and I pulled off to the shoulder. The off duty PA officer approached my veh demanded my license, insurance and registration forms then went back to his car and called for a state officer who after about 20 minutes of talking to the PA officer approached me and asked if I had a problem with the driver of the veh I had ped. I described the speed changes ETC at which time presented me with a citation for "Unsafe Ping" and walked away with allowing me to explain further.
