How SOON will Obama REACH the TEN PERCENT UNEMPLOYMENT TRIPWIRE?

Obama isn't reaching the trip wire...we are. He didn't cause it, I believe that laws put into effect by Regan have. I believe that Obama has been trying and I do agree that he may need to do more. Do you have any ideas?
