Question about Cops TV Series?

I think most of the suspects don't care, are too stunned from being caught, or too inebriated, but I know I have seen a couple suspects that have their faces blocked out, and then others I notice hiding behind their hands or turning their heads from the camera. i guess maybe it depends the state Cops is filmed, I'm not sure!
