Is the DADT repeal more significant than the Civil Rights Act?

Finally, the gays have a chance at equality. Just like the Blacks. But Gays are even more discriminated against. So the victory is so much sweeter. With AIDS and other diseases caused by the government, it feels good to finally have a victory. More gays have been killed in their stuggle than even the blacks.
